Getting fed up with all these Hackers on multiplayer, just had one " ICEMAN " flying a Turkish flag. There was 2 but couldn't get the others name

Is it a normal situation if I have 1650 rating and play in platinum league and I race with players from higher league (legend) with rating 1870? the situatios should be reprted as cheating or not? To me for promotion to the legend league is increase 1750 rating. If I am in the Master League and my rating drop under 1700 then I drop to platinum. I think a race with players from higher league and lower should be possible just in the range between dropping and promoting rating e.g. 1700 - 1750.
