Don't rush leveling up your city.Expand your storage and level up your bizzie first. The reason is everything get harder as you level up and you would run out of space on your inventory because new item mean more space.

Totally agree. Another question is that do you go for a 'wide' (lots of small houses) or a 'tall' strategy (just a few fused/upgraded houses)? Which one is better and why? Tell us your opinion.

Well, i would focus on tall (end-game building,lvl11). The reason are simply because you get more population from it = more taxes = more gold. Another thing is to simply save land space. But, by having tall building means having less house count. For instance, the quest does not count houses that are fused. That simply makes no sense that 4 fused building only counted as 1. In that case, are we suppose to have 50 lvl11 building which mean 50*4=200 lvl1 buildings. Thats simply crazy i guess. So, i suggest to fix that by counting lvl11 building as 4 instead of 1. If anyone have any suggestion or to improve it, be my guest.

I build up. It vastly reduces the need for coverage services like fire, police, health, etc. It also makes special building bonuses higher as they cover big buildings with big populations. Finally there is no need to worry about trying to get a lot of land since you don't need very much, just get it as it comes. I only upgrade one lot/building at a time as well.

I have 5 finished houses with one level 8 house and a population close to 200K.

One downfall of it is as you have more lvl11 buildings, the fuse requirement of material increases too. Well, it make sense that should be increasing but maybe can keep in balance or something and not asking for crazy amount of mats.

Yup, you are right about the materials. Let's be honest all the material needs are beyond belief.

I rearranged my buildings and my tenants were not happy with the moves. They said the building used to be more upscale. Other than moving the buildings back, how do I make them more upscale so my tenants will be happy again?
