Special Request Wishes absent?

I've created and responded to ticket # 18730583

In that ticket, I posted that I'm not receiving special request wishes in spite of 40.5 hours since California Adventure Zone in my park reached Level 2 Thrill level.  In the notes, it keeps saying one every 24 hours, so where are they and what can I do?

User ID is in my creation ticket.

By the way, I've already reinstalled the game, and the special request wishes still aren't showing up.
